[ARCHIVED] RESULTS: October 17 City Council Meeting & Executive Session

NORTH MYRTLE BEACH, S.C. -- The North Myrtle Beach City Council met in a regularly scheduled meeting on October 17, 2022.

Prior to the regularly scheduled meeting, council members held an executive session to discuss the following items. No votes were taken.

  • A discussion regarding an appointment to the Board of Zoning Appeals.  
  • A discussion regarding potential property acquisitions. 
  • A discussion regarding the 2006 decision of City Council to abandon the current location of Crescent Beach Access #8 in exchange for its relocation approximately 66 feet southward with improvements. 
  • A legal briefing regarding private beach accessways. 

During the regularly scheduled meeting, Council Members approved minutes from a City Council Workshop on September 14, along with minutes from a City Council meeting on October 3, 2022.

Mayor Marylin Hatley proclaimed the week of October 22-29, 2022, as the General Federation of Woman's Clubs (GFWC) Advocates for Children Week in the City of North Myrtle Beach. You can read the Proclamation here.

Council also received a briefing from, Brian Piascik, regarding Coast RTA. 

The items below were approved: 

  • A MOTION TO REAPPOINT: One reappointment to the Planning Commission. Mr. Silvio "Rocky" Cutuli was reappointed to the Planning Commission and will serve a four-year term. (APPROVED) 
  • ORDINANCE/SECOND READING: Petition for annexation and zoning designation for 13.75 acres on Water Tower Road. (APPROVED) 
  • ORDINANCE/SECOND READING: Amendments to Chapter 23, Zoning, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding height exceptions in the Highway Commercial (HC) District. This purpose of this amendment is to allow exceptions to height maximums that will enhance the appearance of buildings. (APPROVED) 

Several new items on the agenda were also approved. Council voted to withdraw two items from the agenda at the request of the petitioner. There was also a second public hearing regarding an amendment to the Parkway Group PDD Development Agreement concerning the Apache Lakes Townhomes, and a second public hearing regarding the Third Amendment to the Master Development Agreement for the Sandridge Track.   • ORDINANCE/FIRST READING: Affirm the 2006 decision of City Council to abandon the current location of Crescent Beach Access #8 in exchange for its relocation approximately 66 feet southward with improvements. (APPROVED) 
  • ORDINANCE/FIRST READING: Amendment to the Parkway Group Planned Development District (PDD) regarding the Apache Lakes Townhomes. (APPROVED WITH COUNCIL REQUESTING CHANGES TO ELEVATIONS, SPECIFICALLY COLOR PALETTES) 
  • SECOND PUBLIC HEARING: Regarding the amendment to the Parkway Group PDD Development Agreement regarding the Apache Lakes Townhomes. 
  • ORDINANCE/FIRST READING: An ordinance regarding the Separate and Independent Amendment to the Master Development Agreement of the Parkway Group PDD known as the Apache Lakes Townhomes and to authorize the City Manager to sign the document on behalf of the City. (APPROVED) 
  • ORDINANCE/FIRST READING: An ordinance regarding the Municipal Assessment Bonds, Series 2022 for the Cherry Grove Improvement District (a.k.a. Cherry Grove Dredging Project). (APPROVED) 
  • SECOND PUBLIC HEARING: Regarding the Third Amendment to the Master Development Agreement for the Sandridge Tract. 
  • ORDINANCE/FIRST READING: Creating the Third Amendment to the Sandridge Tract Development Agreement and authorize the City Manager to sign the document on behalf of the City. (APPROVED, WITH WORKSHOP SCHEDULED OCTOBER 24, 2022, AT 1:30 AT CITY HALL PRIOR TO SECOND READING) 
  • ORDINANCE/FIRST READING: Request to rezone 17.2 acres on Highway 90 from Highway Commercial (HC) to Mid-Rise Multifamily Residential (R-2) – Note: Petitioner has requested to withdraw. (MOTION TO WITHDRAW APPROVED) 
  • ORDINANCE/FIRST READING: Petition for annexation and zoning designation for 0.78 acres on Highway 90 – Note: Petitioner has requested to withdraw. (MOTION TO WITHDRAW APPROVED)
